14. Artur Sitkowski – Rutgers

Sitkowski is not a bad quarterback, but after struggling early he decided to redshirt the year and looked like a good candidate to transfer. After Greg Schiano was hired he decided to stay and looks like the favorite to be the starting quarterback when the Scarlet Knights take the field in 2020. As a freshmen he threw for over 1,000 yards and four touchdowns. He has the potential to move up this list, but he has a lot to prove.

13.  Spencer Petras – Iowa

Pratas has not won the starting job yet and without spring ball he will be a little behind, but he will probably be the guy under center for the Hawkeyes in 2020. Petras is big at 6’5″ and was great in high school, but you still have to prove it in college. He has a lot of upside, but until you get it done on the field there will still be doubts.

12. Josh Jackson – Maryland

Jackson split time last year with Tyrrell Pigrome, but he transferred so all signs point to Jackson being the guy to lead the Terrapins full time. Jackson showed flashes last year, but after the first couple of games, Maryland really struggled and got blown out of a lot of games. They also had some injuries that they had trouble overcoming. Will a healthy offense help Jackson? The Terrapins have some firepower on offense but Jackson needs to be more consistent.

11. Jack Plummer or Aidan O’Connell – Purdue

This one is wide open going into the fall and the lack of spring ball really hurt these two and Purdue possibly more than anyone in the conference. They played well at the end of last year and nearly came back to win the Oaken Bucket against Indiana. They still have a lot to prove and they also suffered from key injuries. They like the ones below them have shown some potential they just need to put it all together.
