9. Rutgers Scarlet Knights

2018 record: 1-11
The Scarlet Knights were by far the worst team in the Big Ten a year ago, and look to change that this season.
Though they do return a decent amount from a season ago, they must become more efficient on offense.
Under Chris Ash, they have ranked 127, 121, and 130 nationally the past three years in scoring offense. In addition, Artur Sitkowski, who ranked last out of 113 quarterbacks nationally in pass efficiency rating (76.4), must also cut down on the turnovers – 18 interceptions last year. He is now a sophomore so there is promise that he will take a step up, but if not, Texas Tech graduate transfer McLane Carter brings experience under center.
Raheem Blackshear and sophomore Isaih Pacheco return in the backfield and look to be the major part of the offensive attack.
